Vietnam and Japan pursue cooperation on AI safety and Vietnamese-language models
A workshop in Quang Ninh examined how to turn AI governance principles into practice across government and business.

Vietnam and Japan are seeking closer collaboration on artificial intelligence, with goals including Vietnamese-language models, shared data and stronger safeguards. Officials, researchers and business representatives discussed the cooperation at a Quang Ninh workshop during Vietnam International Digital Week, Vietnam Government News reported.
The bilateral framework envisages coordination on AI strategies and legislation, alongside investment in digital infrastructure and green data centres. It also aims to support models reflecting Vietnamese language and culture, joint workforce training, measures against online misinformation and better management of AI risks.
Nguyen Thi Ngoc Trang, acting head of the National Institute for Digital Technologies and Digital Transformation, said Vietnam viewed AI as a driver of changes to national governance and economic restructuring. She said technological self-reliance should develop alongside international partnerships and the uptake of advanced knowledge and governance practices.
Practical applications featured in the discussions. FPT Corporation representatives examined how governance frameworks could translate into enterprise AI operating systems. A Vietnamese Ministry of Justice representative presented plans covering national big data infrastructure and a legal AI ecosystem designed to be autonomous and trustworthy. VNPT AI representatives described their work on trusted infrastructure, platforms and solutions.
Japanese officials addressed implementation of governance principles, safety and risk management. The workshop also considered collaboration through the Friends Group of the Hiroshima AI Process. Japan initiated the process in May 2023 at the Hiroshima G7 Summit; the group followed in May 2024 to widen international participation.
