Indonesia is preparing two presidential regulations covering a national artificial intelligence roadmap and AI ethics, according to Said Mirza Pahlevi, director of artificial intelligence and emerging technology ecosystems at the Ministry of Communication and Digital Affairs. Speaking on 30 October 2026, he said both drafts were in the signing process.

The roadmap would set targets and programmes spanning ministries, while the ethics regulation would establish safeguards for safe and responsible AI use. Said said the measures were intended to protect digital sovereignty, ensure safety and give businesses greater certainty.

At the Road to CNBC Indonesia Awards 2026 event, Said described rapid growth in Indonesia’s AI ecosystem. He cited an APDGI 2026 survey that put the country’s internet users at 235 million, alongside a 2024 Boston Consulting study placing Indonesia among the world’s top 10 countries for daily generative AI use.

He also cited a 2024 UNESCO survey covering more than 300 institutions, in which 75.6 per cent used AI, mainly for promotional content and customer-related purposes. Said acknowledged public concern about AI’s impact on employment and said the government needed rules that protect people while supporting business development.
