Ho Chi Minh City weighs incentives to attract private transport funding
Proposals include loan-interest subsidies for parking projects and a greater planning role for investors in development around urban rail.

Private investors could receive new incentives to help finance Ho Chi Minh City’s infrastructure under a draft resolution opened for feedback by the municipal People’s Committee. The proposals cover transport, logistics and technical infrastructure, as growing investment requirements exceed available public funding.
For parking projects, the proposed support would pay 50% of the interest on eligible borrowing from the Ho Chi Minh City Finance and Investment State-owned Company (HFIC). Assistance would last up to five years and depend on specified conditions.
Rail investors would be able to suggest where transit-oriented development (TOD) areas should be located, how large they should be and where their boundaries should fall. Those planning proposals would have to satisfy requirements covering safety, technical standards and connectivity.
Bui Xuan Nguyen, deputy director of the Investment Preparation Board at the city’s Management Authority for Urban Railways, identified Ben Thanh, Tan Son Nhat and Thu Thiem as possible locations for hubs combining rail connections and underground facilities.
Separately, investors have expressed interest in four gateway road schemes involving National Highways 1, 13 and 22, plus the north-south trunk road. Proposed investment amounts to around ₫60 trillion. The city sought private participation through public-private partnerships under a special mechanism authorised by the National Assembly.
The draft also envisages quicker administrative procedures for priority strategic investments and logistics infrastructure. Applications would use a common electronic dossier, with administrative steps handled concurrently.
