Indonesia weighs lowering 2030 electric bus target to 80 per cent
The proposed roadmap would put adoption at 90 per cent by 2040 and 100 per cent by 2045, while work continues on a draft presidential regulation.

Indonesia’s Transportation Ministry is considering cutting its electric bus adoption goal for 2030 from 90 per cent to around 80 per cent, citing budget constraints and difficulties facing regional governments.
Road Transport Director Muiz Thohir said in Jakarta that the proposed change reflected local governments’ capacity to fund the shift to electric public transport. The revised roadmap under discussion would then target 90 per cent adoption by 2040 and 100 per cent by 2045.
The ministry is reviewing the targets with the Institute for Transportation and Development Policy (ITDP) Indonesia, taking account of implementation challenges in different regions. The two are also preparing a draft presidential regulation covering the electrification of urban public transport.
Muiz said the ministry aimed to finish internal discussions on the regulatory framework in November 2026. Proposed incentives remained under discussion, and he said further details could not yet be disclosed.
The ministry and ITDP have collaborated since 2023 on research, policy recommendations and preparations for the regulation. They have also developed E-Bus Hub, an online resource offering bus deployment information, policy material and simulation tools for local governments planning electric bus services.
