Bangkok rail fare cap seeks ฿5.8 billion funding for Thai-only refunds
The scheme is scheduled to begin on January 1, 2027, with passengers paying regular fares before receiving refunds through registered bank cards.

Thailand’s Transport Ministry is seeking Cabinet approval for up to ฿5.8 billion to finance Bangkok’s rail fare cap throughout 2027. The funding request was expected to be considered at the November 3 mobile Cabinet meeting in Udon Thani, with refunds restricted to Thai nationals.
The proposed arrangement would limit the entry charge to ฿17 and the total journey fare to ฿45, without another entry charge for changing lines. It would run from January 1 to December 31, 2027, covering the SRT Red Line, Airport Rail Link, MRT Blue, Purple, Yellow and Pink lines, and BTS Green and Gold lines.
Deputy Transport Minister Siripong Angkasakulkiat outlined the payment process on October 21. Passengers would link a Visa or Mastercard EMV credit or debit card to the Pao Tang app, pay the usual fare when tapping in and out, and receive the amount above the cap as a refund. Foreign passengers would continue paying each line’s normal distance-based charges.
Rabbit cards would be excluded initially. Thairath reported that Krungthai Bank had told the ministry the Rabbit transaction system did not yet satisfy Visa’s international standards. The ministry and bank are developing a dedicated EMV payment channel for Green Line passengers, with five to six readers planned per station.
The Cabinet approved the fare structure on June 23; the pending request concerns its funding. The package also proposes keeping the Red and Purple lines’ ฿40 all-day fare until December 31, 2027.
Siripong acknowledged delays to the Common Ticket Act and plans to place every line under the Mass Rapid Transit Authority of Thailand. Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn nevertheless confirmed January 1, 2027, as the scheme’s starting date.
