Vietnam’s Deputy Minister of Industry and Trade Luong Hoang Thai has asked Norway to expand investment in offshore wind and other renewable energy infrastructure. He made the request during an October 18 meeting with Astrid Bergmål, State Secretary at Norway’s Ministry of Foreign Affairs.

Thai called for Norwegian businesses and investment fund Norfund to increase funding for renewable energy, battery storage and smart grids. He also sought early implementation of Norway’s commitment to invest up to US$250 million through Norfund in Just Energy Transition Partnership projects.

Vietnam is pursuing installed offshore wind capacity targets of 6,000 MW by 2030 and 17,000 MW by 2035 under its revised Power Development Plan VIII. Norwegian Ambassador to Vietnam Stein Iversen said six Norwegian companies had recently visited the country to assess renewable energy opportunities.

Speaking at the Asia-Pacific Wind Energy Summit 2026 in June, NORWEP offshore wind director Jon Dugstad said Vietnamese companies had expanded their role in international offshore wind supply chains. He highlighted Petro Viet Nam Technical Services Corporation (PTSC), whose work includes making foundations and offshore substations and providing specialised technical services.

Some Norwegian companies are supplying offshore substation technology, an area where PTSC and Danish partner Semco are developing projects in Vietnam. Petro Viet Nam is also strengthening cooperation with countries including Norway on offshore wind supply chains.
