Laos explores renewable power exports of up to 500 MW to Singapore

The proposed supply would draw mainly on hydropower, with other renewable sources supporting generation during the dry season.

Électricité du Laos (EDL), Lao Phongsupthavy Group and Singapore’s Tuas Power agreed on 30 October to explore supplying Singapore with up to 500 megawatts (MW) of renewable electricity. They are considering a supply term of between five and 15 years.

The proposal envisages exports of 100 MW during the first year and 300 MW during the second, before eventually reaching 500 MW. Hydropower would provide most of the electricity, supported by solar, wind and geothermal generation to help sustain output in the dry season.

Tuas Power Chief Operating Officer Michael Wong said the partners are seeking government approvals, buyers and agreements for cross-border transmission by 2027. The project aims to offer hydropower and carbon credits directly to technology businesses in Singapore, including data centres and semiconductor plants.

Phongsupthavy Group Chairman Phongsavath Senaphuan said projects in both northern and southern Laos would supply the electricity. Cross-border transit arrangements remain to be secured, and the partners must demonstrate that generation can be maintained reliably throughout the year.

The proposal follows a September carbon-credit framework between Laos and Singapore that permits the transfer of certified emissions reductions while providing climate adaptation funding. EDL and Phongsupthavy Group also signed an agreement on 22 September to establish a joint venture for renewable energy integration, domestic supply and preparations for exports.

Singapore began importing Lao hydropower under a 100 MW trial in 2022. A second-phase agreement signed in January permits exports of 30 to 100 MW through transmission infrastructure in Thailand and Malaysia.
